Prof. Dr. Peter Friedrich Bultmann studied in Tübingen and at the Humboldt University in Berlin, where he received his doctorate in 1997. Since 1999 and until 2022 he was admitted to the bar. Following a research fellowship of the German Research Foundation, he habilitated in 2004 with a study on state aid and public procurement law at the Humboldt University of Berlin.
He then worked for two years as a lawyer at the international law firm Freshfields Bruckhaus Deringer LLP. From 2006 to 2022, he was in-house counsel at Bombardier Transportation (since 2020: Alstom S.A.). During this time, he was operationally involved in the construction of rail transportation systems, primarily in Australia, South Africa, France and the United Kingdom. He also advised on public-private partnerships (PPP) projects in Canada, the United States, Brazil, Qatar, Turkey, Malaysia, China, Thailand and Taiwan. Most recently, as Vice President, he was Head of Legal at the Group Holding Company, responsible for Governance, Corporate Law, M&A, Intellectual Property and Learning & Development.
Following the acquisition of Bombardier Transportation by Alstom S.A. in 2021, he was in charge of the mutual integration of the legal departments of the two groups.
In April 2011, the President of Humboldt University awarded Mr. Bultmann the dignity of associate professor. Since April 2022, he has been Professor of Public Law, in particular Special Administrative Law, at the Department of Business and Law at Wildau University of Applied Sciences.
Prof. Bultmann specializes in plant engineering, public procurement law and public-private partnerships (PPP). In addition, he has been certified as an executive coach according to the standards of the International Coach Federation since 2014.
