Sven Reinecke advises the entire public sector, including its economic participations, and private-sector companies in the entire field of public commercial law. The focus of his work is on comprehensive advice and representation in all matters of EU state aid and public procurement law as well as related fields of law such as the law on grants and subsidies.
Sven Reinecke advises on all complex procurement projects, particularly in the areas of transport, health, infrastructure and IT. The core of his work is the conception and support of procurement procedures in order to make the associated risks controllable through early structuring and preparation and to lead the procurement procedure to success in a targeted and efficient manner. His consulting activities cover the entire awarding process - from strategic planning and the preparation of award documents to the drafting of specifications, the drafting of contracts and the conclusion of contracts as well as the handling of communications with bidders, for example in the event of reprimands.
On the side of the bidders and applicants, the focus is on strategic and tactical advice in the preparation of bids, the review of award documents for contract award errors, the drafting of bidder questions and reprimands, as well as the support and conduct of contract negotiations.
Sven Reinecke represents the interests of clients and contractors in a goal-oriented and consistent manner in reprimands, in review proceedings before the public procurement tribunals and in sub-threshold proceedings before the ordinary courts. He advises on the possible tactical approach and prepares opinions on identifiable procurement errors and their possible effects on the respective proceedings.
Sven Reinecke studied at the Eberhard Karls University of Tübingen and after completing his legal clerkship with stations at the German University of Administrative Sciences and the legal consulting arm of an international auditing and tax consulting firm, he worked as a lawyer in the Frankfurt office. Subsequently, he worked in the practice group "Public Commercial Law" in a medium-sized and multidisciplinary partnership before becoming in-house counsel for a large municipal transport service provider, where he was responsible for drafting and negotiating a large number of contracts in the context of national and pan-European awards. Sven Reinecke has been an associate lawyer at Eichler Kern Klein since February 2023.
