Michael Kleiber is a partner in the Hamburg office of Eichler Kern Klein and an accredited specialist for public procurement law. In the area of public procurement, he advises companies and public contracting authorities throughout the entire procurement process, from preparing a call for tenders and drafting tender and bid documents through to the award of the contract. He regularly represents clients before public procurement review bodies and the courts.

Michael Kleiber has extensive experience in advising on public procurement law, both in relation to large-scale digitalisation projects and in the field of construction and planning tenders. In addition, he has considerable expertise in advising on matters relating to state aid and subsidies, constitutional law, and administrative law.

Michael Kleiber studied at the University of Hamburg, where he obtained his doctorate on a topic relating to fundamental rights. From 2016, he worked for ten years as a lawyer at the law firm GvW Graf von Westphalen in Hamburg, becoming an associated partner in 2022. There, he practised in the field of public commercial law and headed the Infrastructure and Public Sector practice group. In spring 2026, he joined Eichler Kern Klein and opened the new office in Hamburg.
